The State Affairs Committee considered SENATE BILL NO. 1 "An                   
Act relating to retirement incentive programs for the public                   
employees' retirement system, the teachers' retirement system, and             
certain persons under the judicial retirement system; and providing            
for an effective date" and recommended it be replaced with
